Add instance options cli option #373

This will be a generic way to set instance options for all csp's. Also, add sev-snp support for Google testing and a related test to confirm sev-snp is running.

Note: I chose to use the values close to CSP as possible. For Google this means accepting the guest os feature flags. Rather than using a img-proof specific key to prevent users from having to know those and know what they translate to. Also, this will trigger a minor version bump. The next major version bump will deprecate the old cli args.
