Automate container build when the version is incremented #103

When the version is incremented (see https://github.com/SUSE-Enceladus/public-cloud-info-service/issues/67 for related issue), the container that runs the production version of PNG should be automatically built.

Acceptance Criteria:

when a PR lands on master that increments the version, the IBS container for pint-server should be rebuilt automatically
changes that don't increment the version should not trigger the container build
