Remove python dependency on host when building local rpm #1790

Description: The pyc files require build host to have a compatible python3 to build an rpm.

Maybe we should also remove the pyc target from the Makefile too ?

Possibly... somebody may want still want this for the make install or maybe in QA. It's not a development environment requirement. If nobody pipes up, I'm okay with removing it altogether in another PR.

Commit e5d2c08b03062c2df35e72f00990f10794b07900 is OK for suite deepsea:tier2. Check tests results in the Jenkins job: http://ci.ses.suse.de:8080/job/pr-deepsea/357/
