[Feature Request] Disable team member list with config.yml setting #2307

Hello. When your users are also your customers you don't want to broadcast your entire customer list to each other. Which is currently possible by displaying the full Team member list to every member.

config.yml could have a boolean setting that disables generation and display of the Team member list (possibly always overridden if admin=1) and the Activities news stream on the Dashboard.

This could be called "Privacy Mode" or something. This is similar to feature request #1853 (disabling UI entirely), but less severe.

Don't know how to keep it from going stale except bumping.

We could still use the same functionality to prevent blasting entire customer list to every customer.
