Trigger pipeline for new stratos console and metrics charts

Pipeline extended to watch the official helm repositories for the stratos charts (console, metrics).
New charts trigger the pipeline.
Modified the stratos task to use the current charts from the repos.

Testing so far:

Manual using a temp pipeline where the stratos task extensions were added to the deploy task
Checked that the charts do trigger the pipeline
Checked that the charts are in the input, and that the code accessing them returns the proper paths.

Issues with deploying to the test cluster outside of this pipeline (change) prevented full testing, especially that the catapult targets for stratos deploy pick up the charts from the resources/inputs.

@andreas-kupries can you point me to your test CI please. I need to take a look at that before I can merge this. Try to deploy the CI on https://concourse.suse.dev/ as this is where CAP CI runs. You can deploy a caasp cluster using catapult or borrow 1 from someone.

New test CI on concourse.suse.dev. Name is ak-cap1352-stratos-metrics-trigger (i.e. same as this branch). Pipeline is paused, to be inspected at leisure. Config is caasp4-diego-sa.

The CI failed at deploy. I am merging this PR for now. If we find any bugs we can fix them later.
