migrate the CI integration away from Travis to GH Actions #719

This migrates the CI integration away from Travis to GH Actions.

It adds parallel builds of the different CI jobs.
jobs:
- codespell - spell checking
- shellcheck - script linting
- yamllint
- jsonlint
- mlc (markdown link checker)
- salt-lint
- terraform format
- terraform validation
includes mdl fixes from #717 and fixes found by all tests

I am not sure why the "github actions" do not run on this PR. It does work in my test repo/branch https://github.com/yeoldegrove/ha-sap-terraform-deployments/pull/2. Do you need to allow it somewhere?

@arbulu89 I was thinking things like commenting on the PR with a bot if things go wrong... But this is something we can add later too. Please go ahead and merge.
