fix submission job #66

This PR fixes the submission job by executing upload first, to update the tag in the package via the set_version OBS source service.

What do you mean locally? I cannot test a full tag release in my own fork because the _service file has the repo URL hard-coded in.

And how do you know that it works? ~You could maybe test in your fork.~

~Besides, I don't know if we need the submit part anymore. We are submitting to network:ha-clustering:Factory, but the package is not there anymore. Or should we change to openSUSE:Factory ?~

~I have checked the other exporters and yes, we need to change the submission project to openSUSE:Factory~ Ok, I see you already did that. Thanks
