Document release process

A Machinery release is not a complicated process, but it needs a few steps. We should document them in a markdown file at docs/release_process.md.

Typically from a high level it's these steps:

• Check that master is in a releasable state
• Release for openSUSE
• Announce openSUSE release on machinery mailing list
