Bump general timeouts due to slow ECP #225

The tests were previously passing because we weren't correctly failing once a timeout reached. Now that we are failing we are hitting these timeouts. So bump them for now.

(Also fix up a default in a config file)

Looks like we are still hitting timeouts.

The first failure is not a timeout (unsure what it is), and the second is due to dockerhub rate limiting (afaik). I'm going to merge this to unblock the periodic jobs that don't do upstream.
