/var/lib/ceph ownership check should perhaps instead check /var/lib/ceph/osd/... is owned by ceph? #68

Set ownership of /var/lib/ceph

This step is critical to the proper functioning of the Ceph cluster and
should only be skipped if you already recursively changed the ownership
yourself and are sure you did it correctly. There is no danger in answering
Yes here even if you have already done this step before.
