Update document version and authors #249

This PR updates the document version and authors. I will leave it in Draft state until the 2.0.33 packages are set to release as this document refer to features in 2.0.33. In addition, a redundant BuildRoot was removed.

The doc already had the correct content from my prior PR's. I just forgot to change the version .i,.e
