[3.0] Add global orchestration indicator. #655

This allows us to mark machines as succeeded as soon as we know the highstate on that machine succeeded, providing a better timely feedback to the user.

Hi. I have to close this PR. We are removing release-3.0 branch. This fix is not high priority so I am not going to merge it in right now, plus it has conflicts. Feel free to create a new PR to the maintenance branch if you happen to work on this bug again.
