This buff from the entertainers currently gives out 6 / 8 / 10 / 12 % reactive heal chance. The first point given does catch the plus 4 from expertise reactive proc, but after only catches the buff_builder value.
You'll need to add the reactive heal to skillmods to view the values given. Buff_handler scripting has one section for the reactive heal and links it to the expertise proc.
