Update to 8.3.13 development version #31

Is creating a pull request against https://github.com/docker-library/official-images how it works or does one need to be the official maintainer? It might be easier if I do so as part of the normal release build as I also do for Macports: the release script generates the PR and I only have to open a link and press a button to submit it.

I hadn't come up with a reliable way to get notifications when swipl releases are cut, so I wasn't noticing these needed updates. I can add you as a maintainer in the repo and then you can also submit them.

Thanks. Ideally I guess you should be able to get release tag notifications from github. I doubt this is possible. Otherwise you can subscribe to Discourse and only set notifications for the Announce category. Anyway, concerning the amount of work it may be easier for me to script it. Might need your help to set that up. We'll see next release.
