Explain Maven usage in repo #67

With the move to Maven-based repo, it will now be possible to update the Java API provided in jpl.jar without touching the C code, and to get the updated Java API easily via Maven dependency and services like JitPack.

Add a section to this in the doc pages to explain potential users how to do so.
