Hugo migration and layout update #8

As discussed via email, this PR moves the website from jekyll to hugo.

Summary

jekyll (Ruby) → hugo (Golang) (moved previous web page into jekyll/* folder)
SWIFT-HEP layout as a theme (allow for theme-switching if needed)
local copy of bootstrap (node_modules) (and upgrade from 3.X to 5.1.3
Work packages collection (useful for automation and styling)
introduction of Sass (Syntactically Awesome Style Sheets) ⚠️ requires hugo-extended

To follow up in future PRs

sizes of images & menus
menu content improvement
More content for work packages which will inform further design choices (e.g. "latest activities/news")
documentation for making changes (Future web design youtube channel is a good start for hugo in general, but specific docs will make things easier)
Testing of github workflow!
