Adds a page which talks about penalty functions. Also includes a lot of small updates to phrasing + fixes some typos.

At this point the main part that is missing is an installation page.

Oh crap this was WIP? Well keep pushing to it and submit another PR and we can merge that too, it's just much easier to keep the page up to date.
