Incomplete extraction rates and shares #22

I'm fairly sure that these tables are incomplete. They come from the aupus_ratio table - I need to check their status.

For the US in 2011, there are 908 missing extraction rates: USA_commodity_tree_2011.txt

I'm sure there's a good reason why the rates are missing. All the shares are either 0 or 1.

In addition, there are the following extraction rates of 0 from various countries:

By default, we use an extraction rate of 1 when there is no extraction rate
