THE PROBLEM(S):

In the Crude Balancing step of the standardization, imbalance is allocated to the "larger utilization" element for the commodity. This "larger utilization" is specified in an external table (SUA balance commodity in the SUA/FBS domain). This table has been constructed using available information from modules. The rationale is:

Here the issues:

  1. We believe this table has to be populate in order to consider different utilization for some commodities
  2. We found a code to be present with 2 different allocation: feed and industrial. As there is no way for allocating imbalance in 2 or more different elements, this duplication lead to a double allocation and therefore does not solve the imbalance, but produces a new imbalance.

Issue1: Salar's team said that there is no possibility to a-priori determine were to allocate imbalance. We believe that a starting balancing element is needed.

Issue2: The code 21920 is allocated both to industrial and feed use. When I started to analyse it for deciding which one to delete I discovered that this table has been populated simply by considering the Data Tables contained in the sws.

Issue2: For code 21920 Francesca an I have thought that if it is in boht might be ebcause it is pocessed for obtaining feed and, as it is labeled as "feed use only" it is reasonable to delete it from industrial and leave it from feed

(mail to Carola del 15/12/2016) Abbiamo ritenuto, per il momento, di lasciare invariata la lista dei (crude) Balancing Element (tranne per la correzione di un errore che avevamo precedentemente individuato). Infatti abbiamo ritenuto che, se é vero che il (crude) balancing element rappresenta la PRINCIPALE utilizzazione di una commodity e, poiché production non puó essere toccata, é ragionevole che non ci siano commodity che hanno come principale utilizzazione seed, loss, stock e Tourism. Lasciare solo Industrial, Food e Feed per il momento sembra poter essere ragionevole. Per ora, quindi, stiamo mettendo un attimo da parte questa problematica.
