Criteria:

List with all countries that have always being Tp (to be created as SWS datatable)
For each possible Tp, select keep commodities IFF they are BELOW 50% of 5-year moving average for that commodity (this should also be created as SWS datatable as the plugins work by year)
Countries setdiff() in the previous two sets should always be kept
