Pixels left uncleared after being drawn between sections in city screen (extremely minor) #298

In this screenshot, light bulbs have been drawn on a space between sections in the city screen. I'm not sure if they do that in Civilization, but that may be another (obviously very minor) issue.

After changing the scientist to a tax dude, this screenshot shows some pixels from the light bulbs left in that area between sections.

Please don't worry about this. I am only reporting it for purposes of final polish. A "low priority" tag might be useful for sorting. I'm not sure how to tag the issues I post, or I would.

Related to issue #258 and #167, will be fixed soon.
