3 food shown but 2 food given #365

The city square in this screenshot shows 3 food, but the resources area shows 2. The government is Despotism, so 2 should be correct, I think. The tile is a railroaded grassland tile.

This might be the same issue. In this screenshot, I should be getting 4 food, but am only getting 3. The government is now Democracy. The city tile is a railroaded shielded plains.

This is happening in every city with Democracy. I am unable to maintain Settlers because of it and have to switch back to Despotism.
