Immediately after discovering an arctic tile an enemy city appeared out of nowhere on this tile and then quickly disappeared.

I can not reproduce this yet...

Yes it happened just once, but it definitely happened. Also quite regularly enemy units keep appearing and immediately disappearing on my map on random locations, including ocean.
