:sparkle: Callback to netbox docker container on recreate error

When a recreate fails the container may be in an invalid status in netbox docker plugin.

It is hard to reproduce but cases have happens.

With this PR we refresh the container statuses and information if :

• the new container can not be created
• the new container can not be started
