Current thoughts:

just monitor docker pulls
- Moving to a docker org will give us charts for this as well
create some simple server, and send it an http request on startup
- Doing the request is super easy, where to put it is the question

Likely not going to be needed due to the shift to bcgx-cli which will have monitoring usage included
