Enemy-Spawner-Mine setting isn't working #189

Describe the bug Enemy-Spawner-Mine setting isn't working.

To Reproduce Steps to reproduce the behavior:

  1. Make sure Enemy-Spawner-Mine setting in corex settings file is enabled (true)
  2. Make sure server is refreshed (/f reload or server restart)
  3. Make faction with 1st account, make another faction with 2nd account (i tested this alone)
  4. Set enemy relation between 2 factions
  5. Claim territory with one faction, place spawner in it
  6. Make sure enemy player of that faction who has spawner in their territory is close enough (<20 blocks by default setting)
  7. Try to break spawner block while enemy player is near

Expected behavior Should prevent player from breaking/obtaining spawner block while enemy player is near, however this doesn't happen
