Add Variables to QAQC #23

Need to add StartEbbBin, StartFldBin, EndEbbBin, EndFldBin, BiRatTrans, and BiRatUsed to QAQC datatable. TV will take care of this now, just wanted an issue record for tracking purposes.

All set now. Bi-directional rating/Bin distribution variables are added to QAQC.
