Redeploy fuction WQ Serial #4

Sonde doesn't automatically go into redeploy mode if it has been unplugged (unless 20min+ has passed with the same "time" value. Need to add a few lines to trigger the redeploy function if "No Sonde!" is present in the "WqIn" variable.

I think i have it working appropriately. I won't "Close" this issue til we test more thoroughly. It is in the UCH_Buoy branch. I have not merged to the master yet.
