Added bandwidth usage NetworkTables value to RPi. #26

This basically catches up the changes that were made the past week or so on the Raspberry Pi. The only real change is the addition of the NetworkTables bandwidth stat, which reports the network usage of the RPi in Mb/s over NetworkTables, and has been tested this week.
