fare_id with no fare_rules should be a warning #209

I've seen a few feeds with a fairly complex fare scheme and a fatal problem:
There is a fare_id with price=0 and no fare_rules. This fare will work for 
any trip and because it is cheaper than all other fare options will be used 
for all trips. It makes all trips of an agency free.
