TransXchange issue, no output comes #226

What steps will reproduce the problem?
1.converting from Transxchange file to google transit

What is the expected output? What do you see instead?
All the txt files that supposed to be there. All the txt files are there,
but empty.

What version of the product are you using? On what operating system?
transxchange2googletransit 1.6.4, on Windows Xp Pro Service pack 2

Please provide any additional information below.
The xml files that we got is in a different format as the one provided in
the examples that's in your site.
I was wondering whether I need a different converter for these type of xml
files.

This file does not conform to the TransXChange standard. 
It contains referential inconsistencies and cannot be validated with the 
TransXChange publisher.
