Validation - Duplicate calendar_dates.txt records #82

Parser fails when calendar_dates.txt records are duplicated. Validation
tool should catch this.

Specifically the pair service_id,date should be unique for each line of 
calendar_dates.txt... though the spec doesn't require this it is very uncommon 
in the 
data we've seen at Google.
