Validation - Error fare attribution when multiple agencies #86

Validation should error when agency.txt has many records and the fare 
attributes need to be attributed to specific agencies.

Parser fails on this.

in addition, the key should be fare_id and agency_id. i.e. the fare_id can be
duplicated as long as the agency_id is different.
