Validation - No warnings for duplicates if services are distinct #94

Do not warn about duplicates if duplicate occur on distinct services.

For example,
route a provided twice in routes.txt but first route a services 1-1 to 2-1
and second route a services 2-2 to 3-1.

A fair idea, but I'm not convinced it is worth the effort. It would be nice to 
have
routes in disjoint service periods merged so the warning isn't totally invalid. 
But
there are cases such as the fare changing when it is okay. I think it is more
important to make sure the merger tries hard to merge routes.
