Japanese support for ELSA_Web #92

I am trying to use ELSA for managing event logs in japan. But, I have some 
problem for supporting japanese.

What steps will reproduce the problem?
1.My environment is Aurora(gnome) over Gentoo Linux
2.I am collecting some eventlog from Windows 7 for Japanaese. But, The Japanese 
character is broken in Aurora.
3.I think that the major point of problem is YUI, maybe!

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
- ELSA : the latest version 
- Syslog-ng :3.2.5
- sphinx : 2.0.4
- Apache : 2.2.23
- YUI : 2.9.0
- Web Browser : Aurora 10.0.11

Please provide any additional information below.

I'm still hoping to add Unicode support to ELSA (see issue #22), but I can't 
say for sure when it would be complete.
