Issue #58 - Downloading seb:// or sebs:// settings in the SEB opens additional dialogs #60 - fix #61

Fixed issues with the previous pull request (https://github.com/SafeExamBrowser/seb-win/pull/60)

  1. Changed the key from "backgroundOpenSebConfig" to "backgroundOpenSEBConfig"
  2. Removed UI option for (1) in the SebWindowsConfig
  3. Included SebWindowsBrowser/xul_seb/globals/const.js which was not included in the previous pull request
