Added expansion of environment variables in getpermitted path. #87

There are just two lines of code that will make life easier for a lot of people right now (i.e., those that need to remote proctor the exam through Zoom, Webex or similar tools that are indeed installed into %AppData% instead of the system path).

If you're happy with that, please include it in a minor release quite quickly, the world needs it ;-)

Unfortunately it doesn't work completely yet: When starting, SEB complains that the permitted application for example in the AppData\Local\ directory cannot be found, but afterwards it still can be started clicking its icon in the SEB Taskbar.

Not necessary, I'm just fixing it. I also had two permitted processes (one with the full path without variable), that's why I still could start the process.

I fixed it, the current build in the testing repository should work (I didn't change the version number, only the build number is different).

Please test if it works for you now. We need to retest it with some other permitted applications though before releasing it as a final release, I'll check if our testing team has time early next week. We can't quickly do a full retest, but it shouldn't be necessary in this case.
