Update PhP #80

Wordpress Sitehealth is giving us a warning that the Safecast website is running an old version of PHP and needs an update. Recommends at least 7.4 and says we're running 7.2.

I don't do anything on our PHP assets. But I think @robouden might so I assigned him too.

Pretty sure https://safecast.org/ is @norcross only though.

Not me. All those setups are in the hands of Andrew. I have no access to the web hosting of him. I would prefer at least one more person to be able to access the web hosting he is running. Also, backups for the site are not on S3.

i've got to get it set up to move (same hosting, just different boxes) so i'll assign this to myself.

for now, it's not actually a problem for the site.
