Vital signs in LABS domain or in separate VS domain? #67

@lgakava made a great point that our test dataset has vital signs in LABS but we need to make sure that reflects what really happens in cdisc standards etc.

blood pressure was moved into VS in larger safetygraphics integration by @jwoolfolk and @lgakava
