[SUGGESTION] Add a config option to increase or decrease the spawn rate of spires #13

Found them spawning in some awkward spots, so I'd like to reduce the rate at which they spawn.

I was going to make a config option for the spawn rates but as of 1.18, structures are mostly data driven. You can adjust the rates by making a datapack and adjusting it through there.
