Match timestamps in activity files with timestamps in fitbit and compare computed HRs.

I don't think that the merging between fitbit and task level HRs are correct. @itismeghasyam I suspect that you are not looking across days. For example if we look at healthCode='79297bb4-a137-494a-8a9c-146133a348de' and the 12MT run performed on 04/22/2018 9:09 PM pacific time: query. There is corresponding data in fitbit file from 2018-04-22 (not 2018-04-23 as you might suspect if you convert 04/22/2018 9:09 PM to UTC as 04/23/2018 4:09 PM).

Can you verify and update.
