[GEN-290] Write dup variants

Depends on #493

• Reconfigure genome nexus error dashboard section - in the past, there were if conditionals to show certain sections. Added text to just say that if the value is 0, ignore the uploaded file.
• Write duplicated variants to a synapse file instead of displaying it in a table in the dashboard to reduce the length of the html file.
