add error message for data access #10

Synapse users need "Can submit" permission in the eval queue to be able to access YAMLs & Outputs submission view. Otherwise the app loads but the data tables are blank. Add error message to indicate an access error so the user isn't just waiting for data to load.

Future users will be added to the FHA-Project team that has the correct permissions, so this should not be a problem - no need for error message.
