Add "save progress" button #46

Add a button allowing metadata contributors to upload not yet complete metadata to Synapse.

The intent should be very clearly specified so that metadata contributors do not assume their metadata has been submitted and validated fully by going through this option.

Saved metadata should be reflected in data submission progress dashboard.

@xdoan, perhaps we can discuss if there are any additional backend features required.

For this to be meaningful, we would need a dashboard.
