HTAN file_annotations_upload = FALSE #205

By default, DCA and schematic's submit sets file_annotations_upload = TRUE. Setting this to FALSE in the config may resolve FDS-2281. But ONLY IF uploading annotations is NOT wanted.

@afwillia @AmyHeiser Can I get some context on this PR as it would seem to impact HTAN if deployed

@adamjtaylor there's no intention to merge this PR and I'm going to delete it. It had to do with a recent HTAN submission bug. I was exploring some workarounds to fix submission.
