Remove old HTAN templates #211

The HTAN/templates folder contains Excel spreadsheets that seem to have been generated some time ago and are not automatically updated.

Can these be removed as my understanding is they are not used by DCA and we do not use them internally. As this repo is public they may cause confusion for users who stumble across them
