Update css, dccvalidator version, and add golem litter

Fixes #67.

Changes:

• Update version of dccvalidator (and a number of packages) in the lock file
• Update css file to have the css for the dccvalidator file summary table
• Updated golem package is now requiring me to have a golem-config.yml file to run the app. Ran the function golem::set_golem_options(), as it says to in the docs. This created the yml and added two extra functions to an R file. Not super pleased with how much litter this latest version of golem is adding. Could go to a previous version, but currently choosing to deal with the extra stuff.

@karawoo When you get a chance, can you check that this still works on your system? Any time I update the lock file, I'm always nervous it will break for you.
