Fix GH actions #99

They were working in the PR, but the latest push to master shows them not working. Based on a quick glance, it is an odd error that shouldn't have to do with the code itself, but rather the setup of the action.

Fixed the bug. Some tests are failing because code changed last night and I didn't double check the unit tests, but at least it's an improvement!
