[Draft] Standardize GitHub labels across repositories #2

By default, a GitHub repository created in Sage org comes with these labels:

Note: A GH Organization can customize the labels available to a new repository created inside this org. I'm currently using this feature to automatically add the Priority: x labels to the new repositories created in the NLP Sandbox organization.

I decided to capitalize the labels because 1) a small group of persons define them and 2) I find them easier to identify than lowercase labels.

I'm interested in this. Could we perhaps use labels to gather all workstream repositories instead of linking a GitHub team to all workstream related repositories?
