Remove SBCP / PHCCP resources on AWS

@thomasyu888 We no longer need this infrastructure. Since you deployed most of the resources, I wanted to make sure it's OK with you. In case you would like to save AWS configuration or anything that could be useful in the future.

Resources to remove once Tom gives the go:

• SSL certificate
• Route 53 record
• EC
• Secret storage?
• Service used to automatically deploy the stack?
